Description

The Department of Health and Human Services, Office of Information Resources Management (OIRM), intends to negotiate with Logicon DPC Technologies, 8027 Laurel Lakes Court, Laurel, MD 20707, on a sole source basis under the authority of FAR 6.302-1. The purpose of this synopsis is to determine whether there may be other sources who can provide an enterprise license for SAS products. OIRM intends to purchase an enterprise site license that is an integrated suite of products that provides data management, data analysis and presentation capabilities at a mainframe (IBM 390) and Windows work station level. The terms of the licensing will run for one (1) year with four (4) option years for SAS products (statistical and analysis software) during the next ninety (90) days. The purpose of this procurement is to consolidate existing SAS licenses already in place through out the Operating Divisions and allow for additional unlimited license use, limited prototyping and training. This will help HHS to conform with the Clinger-Cohen Act of 1996, P.L.104-106 , Division E, for capital planning and investment control to achieve savings resulting from multi-year scalable contracting. Any organization capable of providing this license, should submit a statement of capabilities with documentation concerning its product. No solicitation document is available.
