Description

The Government intends to negotiate on a Sole Source basis with The Howard R. Green Company under authority of FAR 6.302. This acquisition is a result of established relations between the City of Waterloo and the U.S. Army Corps of Engineers under the Planning Assistance to States Study and calls for the solicited company to provide a comprehensive Land Use Plan. Due to their working relationship with the City of Waterloo, Howard R. Green Company has developed extensive professional knowledge of the proposed study area. Their in-dept knowledge of the environmental issues, local community concerns and political sensitivity will result in a reduction of time and cost needed to complete the land use plan and will generate substantial savings to both the Government and the City of Waterloo. This notice of intent is netiher a request for proposal nor a solicitation for offers. No specfications will be furnished.
