- Description
- The Dahlgren Division, NSWC, has a requirement for two Coaxial Magnetron Electron Tubes in accordance with the specifications stated herein. These tubes are to be used for generation of high-power electromagnetic environments in the support of the Navy's HERO and EMV test programs. CLIN 0001- One Electron Tube, Coaxial Magnetron, 6.7-7.4 GHz, 200KW Peak Output Power. Tunable Frequency Range is 6.7-7.4 GHz minimum. Peak Power Output is 200 KW minimum. Pulse Width Range is 1.0-3.0 ms minimum. Duty Cycle is 0.001 minimum. Cooling to be forced air. Filament Voltage is 10 Vac maximum. Filament Current is 25 A maximum. Pulse Voltage is 25.0 kV maximum. Peak Current is 50 A maximum. Output Flange shall be a UG-344U flat cover with six holes drilled and tapped with 10-32 thread to mate directly to WR/137 waveguide and modified UG-343 A/U choke flange. (Drill out holes to 7/32 inch dia.) Depth is 13 inches maximum. Width is 16.5 inches maximum. Height above mounting plate is 12 inches maximum. Height below mounting plate is 6 inches maximum. CLIN 0002- One Electron Tube, Coaxial Magnetron, 3.9-4.1 GHz, 500 KW Peak Output Power. Tunable Frequency Range is 3.9-4.1 GHz minimum. Peak Power Output is 500 KW minimum. Pulse Width Range is 1.0-3.0 ms minimum. Duty Cycle is 0.001 minimum. Cooling to be forced air. Filament Voltage is 50 Vac maximum. Filament Current is 10 A maximum. Pulse Voltage is 55.0 kV maximum. Peak Current is 50 A maximum. Output Flange is UG 149 A/U flat cover with eight holes drilled and tapped with 10-32 threads to mate directly to a WR/187 waveguide and modified UG 148 B/U choke flange. (Drill out holes to 7/32 inch dia.) Depth is 13 inches maximum. Width is 16.5 inches maximum. Height above mounting plate is 15 inches maximum. Height below mounting plate is 6 inches maximum. CLINS 0001 and 0002- The magnetrons shall be warranted for the lesser of 1000 hours operation or 1 year from date of acceptance at NSWCDD. Cathode and heater leads shall be clearly identified and shall be nominally 12 inches in length. The magnetrons shall be manually tunable and equipped with a hand knob with a numeric scale. The magnetrons shall be capable of normal operation without electrical breakdown with the input bushing at normal atmospheric conditions (e.g. no oil bath). All materials used shall be newly manufactured. The tubes shall be capable of normal operation prior to and immediately following exposure to 10 g impact shocks, 11+/- 1 ms in duration. 18 shocks shall be delivered; 3 each per axis per direction. The tubes shall be capable of normal operations prior to and immediately following exposure to 25 and 50 Hz simple harmonic vibration. The tubes shall be vibrated in all three axes for a period of one minute with double amplitude of 0.080 inches (total excursion). The magnetrons shall be capable of maintaining a pressure of 50 psia, when applied through pressurized waveguide to the output window, with no leaks evident. This requirement will be evaluated on a Best Value Basis. Each offeror will be evaluated to determine if their quotation meets the minimum requirements as stated. The Government will use two elements to evaluate the value of offers received: (1) PAST PERFORMANCE- each offeror shall provide the name and points of contact of the last five sales to whom they have provided the same or similar equipment. References will be asked to rate product quality, timeliness of delivery, product support, and cost control. Past Performance will account for approximately 67% of the total evaluation. (2) PERFORMANCE- it will be judged whether the proposed ability of the product exceeds the minimum requirements for frequency range, peak power output, duty cycle and tube life warranty. Other measures of performance will be the availability of telephonic and on-site support indicated on the quotation, and the quality and results of test procedures. Documentation of test procedures must be provided stating if all specifications are met by test/measurement, details of test procedures, NIST Traceable Standards; test specifications must show test results documentation, tables/graphs/applicable drawings and overall quality of test report. It is desired that all offerors be ISO 9001 registered. Performance will account for approximately 33% of the total evaluation. The final Performance and Past Performance evaluations will be based on an adjective rating system using the ratings: excellent; good; acceptable; and unsatisfactory. Price is not scored in this evaluation and is not considered the most important evaluation factor. The importance of price as an evaluation factor will increase with the degree of equality of the quotations in relation to the remaining evaluation factors. After evaluation of the technical and price proposals, cost may be the deciding factor for selection, depending on whether a highly evaluated technical proposal warrants the evaluated price difference.
