Description

NASA/DFRC plans to issue a draft Request for Proposals (DRFP) for operations support to DFRC's Western Aeronautical Testing Range (WATR) and Research Aircraft Inegration Facility (RAIF), and performing sustaining and developmental engineering support. WATR engineering and operations services may include telemetry/radar acquisition and processing (TRAPS) hardware and software, range display systems, real-time hardware and software processing, tracking and mobile systems, and communications and video control center. RAIF engineering and operations may include simulation hardware design and integration, systems engineering and facility integration, and simulation/RAV/RPRV project support. Computer systems support may include central computer system services, CIO and IT security support, and business information systems support. Communications systems may include multimedia support (audio and video technical support), imaging services (administrative and in-flight photography and video), and graphics and illustration services. Support to the Flight Loads Laboratory and range safety systems (including flight termination system development and range safety analysis) is also anticipated. Performance of the contracted effort will be primarily at NASA's Dryden Flight Research Center, Edwards, CA 93523. The provisions and clauses in the DRFP are those in effect through FAC 97-20. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1500 employees, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of the Draft RFP4-00047RMS is on or about January 18, 2001, with an anticipated comments or response due date of on or about February 20, 2001. The anticipated periods of performance of the resultant contract are from September 10, 2001 through October 9, 2001 for phase-in, from October 10, 2001 through October 9, 2002 for the basic period, and from October 10, 2002 through October 9, 2006 for the four 1-year hard (priced) options. All qualified responsible sources may submit comments or responses which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
