Description

Handguard Assembly, NSN: 1005-01-134-3629, PN: 9349059 for use on the M16 Rifle and M4 Carbine. This is a 100 percent Total Small Business Set Aside acquisition for a commercial item using the procedures authorized in FAR Part 12 and the simplified acquisition procedures of FAR Part 13. This is not a Qualified Supplier List (QSL) acquisition. Estimated issue date is January 9, 2001. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c) therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals/offers may render your proposal/offer nonresponsive and result in the rejection of same. The Government intends to award a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, with five ordering periods without discussions with offerors. Therefore, each initial quote should contain the offeror's best terms from a price and delivery standpoint. The minimum guaranteed quantity is 35,000 each. Offerors shall submit prices for all ordering periods, quantities, and ranges on the Pricing Evaluation Sheet provided as an attachment to the solicitation. License Agreement with Colt's Manufacturing Inc. requires the items to be manufactured within the United States and Territories. The technical data for the M16 Family of Weapons is proprietary to Colt's. In order to receive the technical data package, offerors are required to execute a nondisclosure agreement binding each bidder to the terms and conditions of the agreement. A copy of the nondisclosure agreement may be found as an attachment to the solicitation posted to the web. An official authorized to legally bind the company must sign the nondisclosure agreement. Upon execution of the nondisclosure agreement, return by mail to TACOM-Rock Island, ATTN: AMSTA-LC-CSC-C/Bobbie Stegall, Rock Island, IL 61299-7630 or datafax to (309) 782-3813. Upon receipt of the signed nondisclosure agreement, a technical data package will be sent by regular mail to the offeror.
