Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract modification to the Tactical Tomahawk EMD Contract to include Precision Terrain Aided Navigator (PTAN) support. The anticipated cost-plus-fixed-fee contract modification is planned to be awarded during the second quarter fiscal year 2001. This requirement includes the support of the Precision Terrain Aided Navigator (PTAN) into the Tactical Tomahawk cruise missile. The proposed contract will require that the contractor aid the Government and the PTAN prime contractor in accomplishing PTAN Phase I objectives. Specifically, the contractor shall: -- Demonstrate the feasibility of PTAN to meet established performance requirements. -- Establish a preliminary design suitable for integration into the TWS -- Conduct risk reduction and testing necessary to minimize follow-on EMD program risk. NAVAIR intends to award this effort to Raytheon Missile Systems (RMS), P.O. Box 11337, Tucson, AZ 85734 1337. Since the Secretary of the Navy's directed single-up in 1994, RMS has been the sole developer, designer, and manufacturer for the TWS. RMS solely possesses the current configuration and manufacturing data for the Tactical Tomahawk missile, and is the only source capable of meeting scheduled thresholds for Fleet introduction of the Tactical TWS. Because a detailed knowledge and expertise of the Tactical Tomahawk missile is required to conduct tasking under this contract, RMS is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.*****
