Description
This project is part of the Developmental Therapeutics Program (DTP) to procure bulk chemicals and drugs for the treatment of human cancer and the study of drug action. It will be used for the preparation of known and new chemicals and bulk drugs needed by the Program for preclinical and clinical use. It provides the means to obtain nearly any type of chemical compound and the ability to provide large quantities of very high purity drugs. Assignment of materials for preparation will originate with the Pharmaceutical Resources Branch. Many of the preparations will involve a wide variety of chemical structures. Many of the preparations will involve multi-step sequences and all materials prepared will be fully characterized and the preparative cost determined. Solubility and stability studies will be conducted when appropriate. The contracts will be competed and awarded at two levels, Level I and Level II. Level I awardees are expected to complete 8 to 12 deliveries excluding reports and Level II awardees are expected to complete 15 to 25 deliveries excluding reports. All chemicals handled during the project should be considered to be potentially toxic. Some of the reaction sequences may require the use of chemicals which are recognized or suspected to be especially hazardous and/or toxic . The syntheses and manipulations in such instances will be done in appropriate facilities. Offerors shall describe their safety program and their proposed approach for the handling of hazardous and toxic agents, and submit copies of their safety manuals. Proposals will be evaluated as to the adequacy of their facilities and their proposed methods of handling these agents. The contractors will be required to maintain laboratory notebooks containing raw data. The contractors may be assigned compounds covered by a discreet agreement. The compounds prepared will be submitted to the Pharmaceutical Resources Branch, DTP, DCT, NCI or NCI repositories. Data sheets, synthetic procedures, and cost information will also be submitted for each compound. The compounds will be used for preclinical and clinical studies. All responsible offerors will be considered. Multiple awards for cost reimbursement, completion type contracts will be made for a five-year period of performance with incremental funding each year. The solicitation is scheduled for electronic release approximately January 22, 2001. The proposals will be due approximately 30 days following the actual date of RFP issuance. This a 100% small business set-aside under NAICS Code No. 54171 with a size standard of 500 employees. (See Number Note 1.)
