- AIR FORCE CONTRACT AUGMENTATION PROGRAM RESOLICITATION DESCRIPTION: This announcement is issued for the purpose of identifying sources for the Air Force Contract Augmentation Program (AFCAP). AFCAP fulfills an Air Force need for a contract force multiplier to augment Civil Engineer and Services capabilities supporting worldwide contingency planning and deployment operations principally in military operations other than war. The government is NOT soliciting proposals at this time. This announcement is intended to identify potential contractors with the capabilities and characteristics to fulfill the AFCAP requirements. These requirements include: construction support at existing overseas locations to expand operational capability or replace war reserve materiel assets expanded during extended military operations; base recovery operations as a result of natural disasters, accidents, or terrorist attacks; and augmenting base sustaining forces at any Air Force base worldwide from which Civil Engineer and Services forces have been deployed. More specifically, the requirements include the full scope of Civil Engineer and Services capabilities to include, but are not limited to, professional engineering services and infrastructure support including architectural and engineering design, maintenance, repair, and construction; emergency management; structural fire protection; facility hardening; dispersal; obstacles; redundancy measures; reconstitution of assets; and non-environmental site restoration; environmental management services including hazardous materials/waste permits, management, and disposal; and all Services capabilities to include, but are not limited to food service, troop support, lodging, laundry, fitness, and recreation. The proposed contract will be for a base year with four one-year options. Interested contractors should submit information regarding their capabilities, expertise and previous experience. This information shall be limited to no more than 5 pages of data (total) and should be prepared in font size of at least 10 pitch.
