- This is additional information for the combined synopsis/solicitation previously synopsized for commercial items prepared in accordance with the format in Subpart 12.6. As indicated in the previous synopsis, the announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00406-01-T-0176 and will be a request for quotation (RFQ). Following is additional technical information regarding this procurement. Technical Information for Pyrotechnic Cable Cutters. Firing current is 5 amps applied to the bridgewire which will result in an average function time of 4 milliseconds. Minimum all-fire current is 3.5 amps. There will be no degradation when the cartridges are subjected to 1-amp, 1-watt current for 5 minutes and then fired at ambient temperature (no-fire current). 50 megaohms minimum insulation resistance. The cartridges will not fire during, and there can be no operational degradation after, exposure to radio frequency with a field intensity of 1-watt per square meter. (sensitivity to RF radiation). All cartridges are to be checked at a differential pressure of 1 bar for leakage rate not to exceed 1 X 10-6 of helium per second. Cartridges to be tested and proven to a submerged depth of 12,000 feet of seawater (200% Operational Depth). Must function effectively over a temperature range of -40 F to +175 F. The cutter must successfully pass the 40 foot drop and jolt test of MIL-STD-331. The average peak pressure is 4,800 to 6,000 PSI. A two-inch square window is not mandatory. A 2-inch diameter window is acceptable. A removable anvil may be acceptable, but PSNS reserves the right to review the design prior to acceptance. Must mate with a D.G. O'Brien 107-16-3S connector. Wiring diagram (bridgewire resistance 1.00 .20). Must withstand submersion in seawater for 12 months. Two cartridges per cutter are required. One cartridge will cut cable. Second cartridge is redundant. Must be installed with wire rope in place. Wire rope is a 19 x 7 Rotation resistant wire rope manufactured from extra improved plow steel. The correct designation is 19 x 7, no 7 x 19. Material for cartridges is to be 316L Stainless. Recommended material is Titanium for the body and Alloy MP-35N for the blade. All interior corners should have a minimum inch radius to avoid damage to the wire rope when it passes through the cutter body. The linear velocity of the wire rope will operate at is from 1 to 3 feet per minute under the line tensions Offers are due no later than Tuesday, 16 Jan 01, 3:00 P.M. (Pacific Time).
