Description

This is a Notice of Contract Action for solicitation F29650-01-R0001, which is conducted in accordance with OMB Circular A-76 Cost Comparison Study of the 746 Test Squadron located at Holloman AFB, NM. The study is for the instrumentation, test, and information system services. The intent is to determine the most efficient and cost effective method of providing support services in the operations and maintenance of the guidance test and test track critical assets. This Notice of Contract Action establishes the notification necessary to allow full and open competition among all offerors. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. The 746TS mission is to provide test and evaluation capability for the GPS JPO, Department of Defense, Non-DOD, and an commercial entities. The 746TS specializes in testing state-of-the-art GPS, Inertial Navigation Systems (INS), embedded GPS/INS (EGI), and integrated systems in laboratory, field, and flight environments. In addition, the 746TS specializes in laboratory and outdoor testing of standalone and integrated GPS based systems in both in clear and hostile electronic warfare (EW) interference (jamming) environments and provides instrumentation and test support to the 846th Test Squadron Holloman High Speed Sled Track (HHSTT) for warhead impact, aircraft ejection seat Egress systems, and numerous other high dynamic activities. This study also is for informational system administration. Network firewalls and passive monitoring servers are included. Personnel security clearances will range from TOP-SECRET to National Agency Checks. Parties interested in this requirement who are capable of providing all of the described services are invited to submit a Technical and Cost Proposal by 1600 on 12 Mar 01, to the following address: 377 CONS/LGCM, 2000 Wyoming Blvd SE, Bldg 20604, Kirtland AFB, NM 87117-5606. The applicable North American Industry Classification System (NAICS) code is 541380, Testing Laboratories. Proposal evaluation will be in accordance with OMB Circular A-76, Performance of Commercial Activities. The government plans to award one contract for all of the services described in this announcement. Any resultant contract will have a performance period of a base year with four one-year options. RFP issuance is projected for 23 Jan 01. And a pre-proposal conference/site visit is scheduled for 24 Jan -- 25 Jan 01 at Holloman AFB, NM. All potential Offerors are requested to provide name and organization of personnel expected to attend. No more than 5 personnel are allowed per organization. Please provide names to Ms. Catherine Castle at catherine.castle@kirtland.af.mil no later than 17 Jan 01. In addition, to this notice a DRAFT Section L&M will be issued immediately following this Notice of Contract Action.
