- THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSALS. THE GOVERNMENT IS NOT OBLIGATED TO AWARD ANY CONTRACT. This sources sought synopsis requests information needed prior to any requests for proposals. The principal objective of this contract is the provision of quick turn-around-analytic support services to support the Army studies and analyses program. The focus of these studies will be strategic policy analysis, force effectiveness and modernization, evaluation of tradeoffs related to combat development, systems acquisition, strategy, doctrine, and manning, maintaining, supplying and deploying the force. Studies addressing issues in personnel and the human element in combat, as they relate to force effectiveness and modernization, will also be supported by this contract. The contractor will need experience in a). designing, evaluating and applying models and simulations, b). designing and executing political-military games, c). developing doctrine, training and requirements, d). systems acquisition and trade-off analysis, e). in the Planning, Programming and Budgeting process, f). force planning and structure, g). incorporating the human element in modeling This acquisition may be awarded under 100% small business set-aside procedures, using FAR Part 12 (Commercial Services).
