Description

The U.S. Department of Commerce, NOAA, intends to contract with Jose Rivera to conduct, coordinate and participate in scientific research in waters of Southeastern U.S. Puerto Rico and the U.S. Virgin Islands. The Southeast fisheries Science Center (SEFSC) conducts research in support of federal laws and international agreements relating to living marine resources in waters adjacent to the southeastern United States, as well as Puerto Rico and the U. S. Virgin Islands. The SEFSC is unable to effectively conduct, coordinate, and participate in critical scientific research important for managing living marine resources in the Caribbean region. The purpose and objective of the acquisition are to provide coverage for the region in terms of providing scientific and technical support, coordinating research programs, participating in critical research activities, and seeking appropriate advice from other assets in the southeastern region. The contractor will perform tasks for the NMFS, Protected Resources and Biodiversity Division, Miami Laboratory, SEFSC. The contractor is expected to provide a variety of products that will vary from month to month. The contractor shall respond to and perform assignments with a high quality of service within stringent time frames and in accordance with principles and procedures of the NMFS and other Government policies and procedure. The contractor will work in U.S. Department of Commerce leased facilities in Puerto Rico, currently at the Department of Natural Resources Laboratory in Mayaguez. The contractor will be expected to attend scientific meeting in Puerto Rico, the U.S. Virgin Islands the continental United States, the greater Caribbean region or elsewhere as requested by NMFS. The contractor may be required to participate on oceanographic cruises aboard research vessels or aircraft. The period of performance will be from date of award until 9/3/01. The intended procurement is for services for which the Government intends to acquire from one source under the authority of 41 U.S. C. 253 (c) (1). The Government knows of only one qualified source authorized to provide the service referenced. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this announcement will normally be considered solely for the purpose of conducting a competitive procurement. If no qualified responses are received, the Government intends to contract with Jose Rivera for the services required. Interested parties shall also submit a brief capability statement indicating their capability to provide this service.
