Description

FISC Norfolk Detachment Philadelphia intends to solicit on a full and open competitive basis, a cost plus fixed fee type contract for a contractor to furnish direct labor, supervision, administrative support, and materials and supplies to provide a wide spectrum of intermediate and depot level overhaul, repair and modernization services and repairs in support of operational nuclear powered submarines, floating dry-docks, support and service craft and other platforms and equipment. Performance will be at the Naval Submarine Base New London. It is expected to award a cost plus fixed fee contract beginning 6/1/01 for a period consisting of a base period of four months, and four one year options. The applicable NAIC code is 48839. Offerors will be required to submit their proposals in two separate parts: Volume I -- Technical Proposal, and Volume II -- Price Proposal. After initial evaluation of the technical proposal, offerors may be required to give an oral presentation of portions of the technical proposal. The Technical Proposal shall include information in sufficient detail to clearly identify the offeror's overall qualifications and consist of the following technical evaluation factors: Technical Approach, Management Plan, Corporate Experience, Past Performance, Personnel Resources and Small Disadvantaged Business Plan. The Government intends to make a single award to the eligible, responsible offeror whose proposal represents the best value after evaluation in accordance with the technical evaluation factors.
