Description

Air transportation services from 1 Jun 01 or date of award if subsequent thereto through 30 Sep 01, utilizing a minimum of three contractor-furnished, IFR-equipped, multi-engine, dual piloted aircraft capable of transporting 1,600 lbs., consisting of eight (8) passengers, baggage/cargo, or any combination thereof. The aircraft must be equipped with adequate tie down, restraint or storage provisions for cargo. The aircraft must be capable of 300 statute mile cruising range (plus IFR reserves) with a full passenger load and at least 175 knots true cruise air speed. The contractor shall provide air transportation services for the movement of passengers with baggage and cargo originating from NAS Patuxent River, MD, to and from military and civilian airfields within a 300-mile radius on an "as required" basis. This requirement is for a base period of four months with three one-year option periods under FAR 52.219-9, and a "not-to-exceed" six months under FAR 52.217-8. The maximum quantity for the base year is 40,000 Great Circle Statute Miles (GCSM), and the annual maximum quantity of services for each option year is 150,000 GCSM. Offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135.
