ATTENTION PROSPECTIVE OFFERORS: The Government anticipates a future procurement to acquire services to Repair the Airfield at Andrews Air Force Base, MD. Major items of work will include but are not limited: Repair airfield pavement, repair existing concrete, clean all loose materials/debris and fill joints with joint sealer, and remove existing airfield pavement markings by high pressure water blasting. The contract vehicle under consideration is an Indefinite Delivery "Requirement" type contract (See Federal Acquisition Regulation subpart 16.5) to include a base year period plus four annual option years. This Request for Information (RFI) is being conducted to gather information and suggestions from the industry to be used in developing the Statement of Work and to structure the Request for Proposal (solicitation) pricing schedule so as to more effectively capture possible cost savings and to increase competition. Request the industry standard or recommendation concerning the following: 1. What is the general market trend for asphalt, joint sealant, and concrete? 2. Would you recommend structuring the price schedule to include quantity ranges? For example: 1-10, 11-20, 21, 30, etc. Why? Why not? 3. What do you recommend using as a unit of issue for this type repair and why? 4. Additional information requested is as follows: -Pricing schedules and arrangements -Standard agreements used in the industry in sales of the service. -The applicability of any industry-wide laws or regulations to acquire the service. -Customary terms and conditions governing sales of the type services identified above, including warranties, buyer financing and discounts -Measuring performance and quality assurance -Market trends; e.g., economy, etc. Please provide all responses to CallahanK@andrews.af.mil no later than 16 Jan 2001.
