- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This represents a Request for Proposals No. 519-00-P-011. This solicitation incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-15. The following portable police radios are required for the National Civilian Police. Specifications for Motorola PRO 5550 /7550 Portable Radio or equivalent. PRO 5550 Model No. LAH25UCC6GB3_N/PRO 7550 Model No. LAH25UCH6GB6_N. A total of 19 line items follow: General 1. Band 800MHz, 1.1. Frequency range 806-824MHz/851-869MHz, 2. Channel Spacing 25KHz, 3. Frequency Stability more or less 0.00025%, 4. Power Supply Battery 7.5V. Transmitter 5. Rated RF Output 1-2.5W, 6. Modulation Limiting 5.0KHz, 7. FM Hum and Noise -40 dB, 8. Spurious and Harmonic Emissions -66 dBw, 9. Audio Response (0.3-3KHz) +1a-3 dB, 10. Audio Distortion 3%. Receiver 11. Sensitivity (12 dB SINAD) ELA 0.25uV, 12. Intermodulation 70dB, 13. Selectivity 70dB, 14. Spurious and Image response rejection 70dB, 15. Audio Output 0.5W, 16. Audio Distortion 3%, 17. Audio Response (0.3 -- 3KHz) +1a-3dB, 18. Emissions (Conducted and Radiated) FCC part 15 -57 dBm. All of the above portable police radios are required for final delivery F.O.B. destination to: Comalapa International Airport, El Salvador, Central America for final acceptance. All of the items are required for final delivery within 60 days after award of the contract. All competing firms may submit a proposal for all or none of the items. Offers may be submitted via courier services to: Office of Contracts and Grants, USAID/El Salvador, c/o American Embassy, Boulevard Santa Elena, Antiguo Cuscatlan, Depto. La Libertad, El Salvador. Questions or clarifications need to be sent to fax No. (503)298-2155 not later than January 29, 2001. Offers may be submitted to the above address not later than February 22, 2001, 4:00 pm El Salvador time. If this notice doesn't print clearly radio specifications may be requested to fax No. (503)298-2155. USAID/El Salvador anticipates the award of a firm fixed price contract. Payment terms under the resulting award will be 30 days after receipt and acceptance of all items at the FOB destination, which will be evidenced by a receiving report issued by the consignee and the submission of original invoice, public voucher SF 1034, copy of bill of lading. Given that the receiving report will be issued by the consignee in El Salvador, the contractor will submit the payment documentation to the Controller's Office at USAID/El Salvador, except for the receiving report which will be obtained by the Office of Contracts upon execution by the consignee. The issuance of the receiving report is expected to take approximately 20 calendar days. The US Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: Technical capability of the item offered to meet the US Government requirement; price and past performance. The award will be made to the lowest offeror that meets the technical requirements and has a satisfactory performance record, therefore, offerors are required to submit sufficient technical and past performance data which will allow a thorough analysis of its offer. Offerors are required to submit Representation and Certifications for commercial items, as required in FAR 52.212-3 along with its offer. This solicitation and the resulting contract incorporates the following FAR clauses by reference: 52.212-4 Contract Term and Conditions -- Commercial items. Offers must include standard export warranty for all items offered. The authorized geographic code for all items is the United States of America, geographic code 000. The shipment has to be made in a US flag vessel. The number of copies per proposal is one original and three copies.
