Description

This a notice to award a Sole Source purchase order to the University of Maryland, College Park, MD. The University of Maryland is unique in their ability to perform this work because of their prior experience serving as principal investigator for EPA Grant "99-NCERQA-99-STAR-L1: The Contractor's prior experience provides them with a superior understanding of the requirements, will help local policy makers to understand the ecological consequences of alternative variability. To use any other source besides the University of Maryland would involve providing them with extensive background information and data and the costly time to acquire and understand the data and historical events, objectives and findings. This is a simplified acquisition with an estimated value of less than $100,000. The contractor will develop a problem formulation report on the effects of climate variability and change on stream ecosystems using alterantive future growth scenarios. Under the simplified acquisition procedures for other than full and open competitions authorized by FAR part 6.302-2. is neither a request for prpoposal nor a solicitation for offers.
