Description
PLEASE NOTE: The following notice supersedes solicitation notice DAMD17-00-R-0014 published August 2, 2000 by USAMRAA, Ft. Detrick, MD. The Joint Program Office for Biological Defense (JPO-BD) acting for the Department of Defense, has a requirement for first article and full scale production of immunochromatographic assays; used for the identification of up to forty (40) different biological warfare agents and five (5) different types of training Hand Held Assays. The government intends to use a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract and anticipates awarding a minimum of one (1) and a maximum of three (3) contracts. One award is set-aside for small business participation as defined under the North American Industrial Classification System (NAICS) code 334519 (Other Measuring and Controlling Device Manufacturing) with a small business size standard of 500 employees. The anticipated period of performance is sixty (60) months with a minimum amount of approximately $5.2M. The basis for award of any contract will be best value to the government. Proposal submission for this acquisition will consist of two (2) phases. The first phase shall require offerors to produce Product Demonstration Models (PDMs). For those offerors who successfully pass the PDM phase, the second phase will consist of a written proposal and an oral presentation. In order to bid on this contract, an offeror must provide proof of current CDC OH&S Facility Registration. CDC registration must encompass all BioSafety Level 1 and BioSafety Level 2 agents listed on the Laboratory Registration Select Agent Transfer Tracking System. This solicitation is not open to allied participation at the prime contractor level. When issued, the solicitation will be available at the following website: www.smdc.army.mil.
