- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2-6202-01 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 97 -- 19. The USDA, Agricultural Research Service request quotations for : A. Bioreactor Console System, Two (2) each including top magnetic drive, 4-gas control of D.O. and Ph, with X5 assignable pumps, 14 control loops indicated on an alpha-numeric display. Specifications: (1) Temperature must have digital display in 0.1 increments. Range: from 5 C above ambient cooling water to 60 C, adjustable in 0.1 C increments, sensor platinum RTD. Thermowell: Sealed stainless steel tube in headplate. (2) Mixing is 15-500 rpm +/- 1rpm over entire range. Accelearation control prevents speed surges. Drive 0.4 HP permanent magnet servo motor with high torque output. Digital display in 1 rpm increments. Sensor Optical disk with 1,000 lines/revolution and quadrature output. Double screen cell-lift impeller, marine blade, pitched blade, or basket impellers. (3) Aeration: Air/gas flows down, impeller shaft into gas exchanger or through ring sparger. 4-gas system. 0-5 SLPM Mass flowmeter. Ring sparger with orifices top and bottom. (4) Exhaust System: Inlet gas filter 0.2 micron absolute interchangeable cartridge, repeatedly autoclavable. Gas overlay: Port in headplate for introduction of gas above liquid level. Exhaust Gas Filter: 0.2 micron absolute filter, cartridge type, repeatedly autoclavable. Stainless Steel Water-cooled condenser mounted in headplate. (5) Additional ports: 4 ports on headplate for addition of liquid base, acid, nutrient, inoculum, or antifoam. Sample tube for aseptic withdrawal of samples. Harvest Port Penetration: stainless steel tube steel tube reaches near bottom of vessel. Level Probe Port: For suspension culture perfusion system or when employing CelliGen Plus as a chemostat. Decanter port for either suspension or anchorage-dependent perfusion systems. Also serves as counter flow adapter for recirculation of cell matter. Electrode ports: pH and D.O. (6) ph: digital display in 0.01 increments. 2-12 pH, PID control via superboard 4-gas control system Integrated pH D.O. combination with manual control override. Ingold probe with AK 9 plug. (7) D.O.: Range 2-200% Ingold polarographic probe. PID control from 0 to 100% via superboard 4-gas control system. (8) Pumps: Indication 0-100% of output. Control 5 pumps assignable. (9) Electrical Data:Fuse: 10 Amps for 100V& 120V.6 Amps for 220V & 240V. Power: accepts 100-240V, 50 or 60 Hz. B. Bioreactor Vessel Assembly Two (2) each. Specifications: (1) Vessel: Total volume 2.2. Heavy wall, round bottom Pyrex glass with glass jacket. (2) Headplate: 316L stainless steel, coupled by clamping ring. (3) Bearing housing: with gassing capability. All welded ports with 0-ring seals. No threaded penetrations. Overall dimensions 6.1 I.D. x 8 5/8" H. 15.5 cm x 21.9cm. (4) Availability of a service contract and ready access to parts and labor. (5) Free Shipping, delivery, and installation. (6) Come equipped wtih a 12-month warranty that covers all parts and labor to repair malfunction or replace components. (7) These items shall be delivered to the USDA, Agricultural Research Service, Southern Plains Agricultural Research Center, 2881 F&B Road, College Station, TX 77845. The Government "desires" delivery within 30 days or less after receipt of the purchase order by the successful offeror; however, each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award, offerors shall provide a quotation on company letterhead detailing the unit pricing; descriptive literature and brochures shall also be provided for the product quoted. The Government is conducting this procurement using a trade-off approach, where technical capability of the product to perform the desired function and price will both be evaluated in making an award. For this solicitation price and technical are approximately equal factors, and the Government expressly reserves the right to award to other than lowest priced offer. The following FAR provisions apply to this solicitation: 52.212-1 "Instructions to Offerors -- Commercial", 52.212-2 "Evaluation Commercial Items", Offerors shall include a completed copy of the provision at 52.212-3 "Offeror Representations and Certifications -- Commercial Items", with this offer; a copy of this provision may be obtained from the contracting officer or at http://www.arnet.gov/far. 52.212-4 "Contract Terms and Conditions -- Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items".
