Description
NASA Dryden Flight Research Center intends to award a sole-source contract extension to Analytical Services and Materials (AS&M) Inc, Hampton, Virginia, pursuant to 10 U.S.C. 2304(c)(1); only one responsible source under Contract NAS4-50066. NASA DFRC intends to extend the existent contract for a period of nine (9) months, from February 28, 2001 through November 30, 2001, to allow the orderly award and transition of the follow-on contract. The NASA HQ Office of Procurement has approved a deviation from the restriction set forth at NFS 1817.204(e) that the total period of performance under contracts for supplies or services not exceed five years. The current contractor provides Engineering and Technical Services for Flight Research and Development at NASA Dryden Flight Research Center, Edwards, CA. These services include Disciplinary Engineering functions (Aerostructures Flight Test, Meteorology, Flight Test, Aerodynamics, Flight Controls, Flight Dynamics, Flight Systems, Flight Instrumentation, Operations, Propulsion & Performance, and Aerospace Vehicle Systems Design); Research Functional Support (Special Scientific and Engineering Studies, Calibration & Environmental Test Lab, Flow Visualization Facility, Multidisciplinary Analysis, Experiment Design & Integration, Printed Circuit Board Design, Instrumentation Fabrication, Instrumentation Lab, and Model Design & Fabrication); Aerostructures Laboratory Support (Test Engineering, Electrical Engineering, Control Systems Engineering, Structural Test Operations, and Aerostructures Instrumentation.); Special Projects and Studies; and the Public Affairs, Commercialization and Education Office function. The Engineering and Technical Services provide a wide range of support and are essential to the flight research and development operations at DFRC. Analytical Services & Materials Inc has managed the current contract since October 1995, and has the infrastructure in place to continue to provide these services without any interruption, for the brief extension period. They have the experience, management skills, and trained personnel to carry out the day-to-day operations and meet the required schedules. Because of the time involved in procuring and phasing-in services from another contractor and because of the short-term nature of the contract extension, AS&M is considered to be the only source capable of meeting NASA DFRC's needs without a disruption of services. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Pacific Time on February 2, 2001. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
