Description

This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only Request for Quote, offers are being requested and a written solicitation will not be issued. Solicitation number 01Q0010 is being issued as a Request for Quote. This solicitation incorporates provisions and clauses through Federal Acquisition Circular 97-20. This RFP is restricted to 100% Small Businesses. The NAICS code for this item is 335999 and the small business size standard is 750 employees. The United States Secret Service has a requirement for 15 each, Advanced Digital Line Testers. The Line testers shall be capable of measuring noise, noise w/tone, and noise to ground, S/N, impulse and return loss. The testers shall have 50kHz Transmission Line Test set, TIMS+ Metallic Tests, C-Message, 135, 135/600 ohms. The testers shall have 2&4 wire DTMF, MF, pulse dial with printout capability and are 2x16 character backlit LCD display, built in butt set and uses Ni-Cad batteries. The following FAR Provisions and Clauses are applicable to this RFP: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation Commercial Items, insert in paragraph a. the following: "award will be based on the technically acceptable low offer."; 52,212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following paragraph numbers cited in 52.212-5 are applicable: (11), (12), (13), (14), (15), (17), (23)-fill-in for this clause is: prior to award. These FAR Provisions and Clauses my be accessed via the world wide web at: http://www.arnet.gov/far/ . The contractor shall deliver the complete quantity, FOB Destination with all freight included in the delivered price. Delivery will be made to: U.S. Secret Service, Radio Communications Branch, ATTN: William Cassity, Washington Navy Yard, 245 Murray Drive, SW, Washington, DC 20373-5824. All proposals should include a unit cost for the equipment. Delivery of supplies is desired no later than February 23, 2001. A signed copy of the Representations and Certifications shall be included with offeror's proposal. Proposals are due January 23, 2001, 3:00PM EST by mail or fax.
