- 17. The United States Department of Agriculture, Office of Chief Information Officer, National Information Technology Center (NITC), is seeking marketing literature and technical documentation on Chargeback System software that has the following capabilities; 1. No specific platform requirements but must interface with SMF and have the ability to distinguish between multiple platforms; 2. Ad Hoc Reporting and Queries; 3. Ability to collect and compile multiple statistics such as CPU, DASD, Professional Services; 4. Historical Data; 5. Audit trail; 6. Flexibility to add and delete customers; 7. Ability to easily change rates; 8. Customer interface through desktop (preferably customizable); 9. User Friendly, 10. Security (customer's can only view own information); 11. Ability to set up subgroups within customer entity; 12. Interface electronically with National Finance Center Accounting Systems (Central Accounting System and Foundation Financial Information System); 13. Support automated charging for NITC's primary database platforms such as Oracle, DB2, IDMS, and CICS; 14. Handle multiple charging schemes based on user status, group, system or service type; 15. Ability to charge users on any platform which they use; 16. Ability to assign project codes and then track and bill costs by sub-project or cost center; 17. Ability to assign sub-project or cost center codes and then track and bill costs by sub-project or cost center; 18. Interface electronically with time and attendance system that currently resides on a mainframe IDMS platform at the National Finance Center (NFC), in order to capture personnel hours and costs by project or sub-project, including billable and non-billable hours (management overhead, leave, training, etc); 19. Pro-rating capability; 20. Ability to record and track income for reporting purposes. Reponses should include references from three customers currently using the identified product. Pricing should reflect the ability to purchase on GSA Schedule. This is a request for information and not a request for comment or request for proposals. To be considered, responses must be received within fifteen (15) days of the publication of this announcement. The Government will not pay for any information submitted in response to this request for information, and any information received will become the property of the Government and will not be returned to the submitter.
