- Description
- The Fleet and Industrial Supply Center Puget Sound (FISCPS) has a requirement for Shipping Drums to be used for Hazardous Waste (Liquid, Non-Corrosive). The Solicitation will be a 100% small business set-aside (NAICS Code 332431 Size standard 1,000 employees or less). Note 1 applies. The drums are to be manufactured in order to meet the testing and marking requirements of 49 CFF, Subtitle B, Chapter 1, Part 178, Subpart L (Non-Bulk Performance Oriented Packaging Standards). Packaging group "Y" is minimum, "X" is also acceptable. Specific Gravity of 1.5 is minimum. Hydrostatic pressure of 300 is minimum. Minimum thickness for steel in body of drum is to be 20 gauge. Drums are to be standard dimensions for 55-gallon drums and painted black. Two threaded plug openings (one each (2 inches and 3/4 inches)) on drum heads are to be in place. Drums to be palletized and covered with a fiberboard cap to preclude standing water on drum heads. Pallets may be either 40" X 48" or 48" X 48" and must allow 4-way entry. Drums to be secured to pallets to prevent movement and/or damage during shipment. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ), with a NTE Yearly estimate of 1428 drums (base plus two option years). Each Delivery order to the Puget Sound Naval Shipyard will be required within 30 days after issuance of order. This acquisition will be solicited utilizing the procedures of FAR Part 12, Commercial Acquisition. It is anticipated that the RFP will be issued on or about 24 January 2001 and close on or about 07 February 2001. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link "www.neco.navy.mil". All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFP from the NECO Website (WinZIP is required) and to frequently monitor that site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to "brad_e_demers@puget.fisc.navy.mil" will be accepted in the event an offer experiences problems downloading the RFP from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFP and/or amendments will be mailed. All responsible sources may submit an offer/bid which, if timely received shall be considered by FISCPS.
