- Description
- The Air Force Research Laboratory Information Directorate, Rome NY intends to negotiate a sole source purchase order under the authority of FAR 6.3 with International Photonics Consultants of Albuquerque NM. The required services include an In Situ study of the performance of a Erbium Doped Fiber Laser (EDFL) and related Photonic Components irradiated in the presence of gamma-rays. The In Situ Irradiation study is intended to provide an understanding of the EDFL temporal (real time) response essential for estimating the effect of the natural and enhanced space radiation environment. The period of performance is anticipated to run from 29Jan01 through 28May01. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to contract specialist, Shirley M. Zakala, zakalas@rl.af.mil or Fax 315/330-2555. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Lt. Col. Reid Lerum, Chief, Contracting Division, at lerum@rl.af.mil when requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. This procurement shall be awarded under Simplified Acquisition Procedures (SAP). See numbered Note 1.
