Description
The Naval Surface Warfare Center, Dahlgren Division proposes to issue a Request for Proposal solely to Thiokol Propulsion, P.O. Box 707, Brigham City, Utah 84303-0707; for an indefinite delivery/indefinite quantity type of contract. The offeror shall have the technical personnel, capability, and equipment to produce 100 pounds of Al/PTFE per production lot. Specific equipment required to produce Al/PTFE material includes but is not limited to: (1) a large sintering oven with inert atmosphere control; (2) hydraulic axial material press with vacuum chamber capability; (3) industrial scale energetic material mixing and processing equipment (including twin screw extruder and conventional batch type mixers); (4) test and analysis equipment (tensile test and strain measurement load frames and Non-Destructive Evaluation (NDE) equipment. Personnel experience required includes but is not limited to the following: (1) PhD Chemist with experience in supervising energetic material development, production and testing; (2) Laboratory technicians with experience in energetic material sampling, test and evaluation, and test data analysis; (3) Chemical Engineer with experience in processing energetic materials and developing a production methodology for energetic material; (4) Quality Control personnel with experience in validating production methodology and ensuring consistency of production lots; (5) Program manager with prior experience in energetic material development, production and government contracts. Al/PTFE material will be required in intervals of 6 weeks to 2 months in quantities of approximately 100 pounds per lot to support test and evaluation programs. The effort is anticipated to require approximately eight (8) man-years of effort the first year of the contract. The period of performance is four (4) years. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) data base.
