Description
The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Division of Allergy, Immunology and Transplantation has developed a draft contract solicitation to establish an Inner-City Asthma Consortium. An announcement of the requirements of the draft solicitation, and a request for comments, are located on the NIAID web site at: http://www2.niaid.nih.gov/innercityasthma. NIAID places a high priority on reducing the disproportionate burden of asthma by developing effective interventions for children with asthma who live in inner cities, and this draft solicitation is a major component of NIAID's efforts in this area. The Inner-City Asthma Consortium will be a network of institutions with the appropriate expertise to: (1) design and conduct clinical trials to evaluate the safety and efficacy of promising immune-based therapies in reducing asthma severity and preventing disease onset in minority children residing in inner cities in the United States; (2) design and conduct research to delineate the underlying mechanisms of such therapies as an integral part of the clinical trials undertaken by the Consortium; (3) design and conduct clinical studies on the immunopathogenesis of asthma onset, progression and severity; and (4) develop and validate surrogate/biomarkers to measure disease stage, progression and therapeutic effect. A draft RFP will be available on or about January 19, 2001. The draft RFP is also available electronically on the Contract Management Branch's homepage. The web site address is: http://www.niaid.nih.gov/contract/default.htm. Please note that proposals are not being solicited at this time. With this announcement, the NIAID is soliciting comments and recommendations on the entire draft project requirement (i.e., Statement of Work, Technical Evaluation Criteria, and Reporting Requirements) in order to determine the level of interest and assure that the requirements in the document will meet the intent of the solicitation. The NIAID is requesting that comments/questions be submitted to Grace A. Bruce, Contracting Officer, using the Response Guidelines provided at the end of the Announcement, by March 16, 2001. All comments received by this date will be fully considered in preparation of the final Request for Proposals document. However, the Government reserves the right to alter the final solicitation as it deems appropriate. Prospective Offerors are cautioned not to rely on the information provided in the draft solicitation as being the same or similar to the information that will ultimately be issued as the formal Request for Proposals. Please note that the Government will not provide individual responses to questions/inquiries. The Government does not intend to award a contract as a result of this draft solicitation.
