- See Note 22 ** The Air Force Corrosion Prevention and Control Office (AFCPCO), AFRL/MLS-OLR, Robins Air Force Base, Georgia has a requirement for further development of three projects under the Productibility, Reliability, Availability, Maintainability (PRAM) Program. This requirement is being issued by Gov.Works under the franchise authority of the Department of Interior on behalf of the Air Force Corrosion Prevention and Control Office, Robins Air Force Base. The PRAM Program in the US Air Force is designed to identify high payback projects that will significantly enhance the overall force capability and provide significant savings in the operations and/or maintenance of forces. The PRAM program has identified at least three projects submitted by the AFCPCO as programs worthy of further development. The three projects identified are Field Demonstration of New and Improved Parts Cleaning Systems: Aqueous Parts Washers (APW), Development and Test of More Efficient Air Compressors, and Environmentally Compliant Repair Process For Powder Coatings. The objective of the APW task involves the maintenance of the US Air Force parts cleaning capability and reduction of manpower requirements for cleaning while continuing to meet environmental metrics. The objective of the compressor technology task is the development and testing of more efficient air compressors to be used in shop and flight line applications throughout the US Air Force. The objective of the powder coating task is to develop compatible materials and techniques suitable for repair of powder coatings on support equipment (SE) and vehicles at depot and field locations. Negotiations are anticipated with NCI Information Systems, Inc. The proposed action is for services the government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. Interested parties may identify their interest and capabilities or submit proposals. This is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
