- A. Purpose: SAMHSA recognizes that one of the most crucial concerns affecting Americans today is substance abuse problems. Part of its mission is to exercise leadership in developing and promoting models and strategies for training and education on substance abuse prevention and treatment. New State AOD Directors need to become familiar with the federal requirements and policies of the SAPT Block Grant. SAMHSA'S Strategic Plan contains five themes as part of its framework. Theme 1 focuses on Prevention, Intervention and Treatment of Substance Abuse and Mental Illiness. STATEMENT OF WORK The contractor shall perform the following activities: Task 1 Content Expert Meeting: as a apart of the development of the Prevention Curriculum for new State AOD Directors, the ATTC Corrdination Center will hold a meeting of Prevention experts to review and comment on the draft form of the proposed curriculum. The ATTC Coordinator Center must develop a curriculum with a prevention component to assist new State AOD Directors in the orientation to become familiar with the federal requirements and policies of the SAPT Block Grant. Task 2 Completion of Curriculum: The ATTC Coordinating Center will complete the development of the new State AOD Directors orientation curriculum. Task 3 Introduction of Curriculum: The new curriculum will be introduced to the NASADAD membership consisting of State AOD Directors at the annual meeting. Task 4 Orientation Training Meeting: upon completion of the development of the Prevention Curriculum, NASADAD and the ATTC Coordinating Center will provide a 5 day training for the trainers who will use the curriculum as a part of the orientation of the new State AOD Directors. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
