Description

Background "This CBD announcement constitutes a notice of contract action (FAR 5.201) of a proposed contract to begin the Capabilities Upgrade effort for incorporation of MIL-STD- 1760, Penguin Emergency Jettison, Missile Warning System (MWS), and Electronic Combat Jammer Capability Upgrade on existing Standard Wing Weapon (SWW), Pylon Integrated Dispenser System (PIDS), and Electronic Combat Integrated Pylon System (ECIPS) Pylons for the European Participating Air Forces (EPAF) Series F-16 A/B Mid-Life Update Aircraft. This is a three (3) year effort. In accordance with the above stated requirement the contractor shall be required to perform the following tasks: 1) engineering requirements definition, 2) engineering analysis, 3) engineering documentation, 4) test asset delivery, 5) test planning, 6)radio frequency compatibility design and test, 7) safety of flight testing, 8) flight testing, 9) laboratory testing 10)technical documentation, 11) SEEK EAGLE source data, 12)configuration management, 13) reliability, maintainability, system safety and human factors analysis, 14) stores management system, 15) nuclear surety, 16) weight and balance issues, 17) support equipment and automated test equipment, 18) trainers issues, 19) program / product team management, 20) meetings, 21) teleconferences. This is a pre-solicitation notice. The F-16 Systems Program Office (SPO) anticipates a sole source acquisition to Lockheed Martin Aeronautics Company (LM Aero), Fort Worth, TX pursuant to 10U.S.C.2304 (c)(4) for the basic contract effort for the European Participating Air Forces (EPAF). The U.S. Air Force (Air National Guard) portion will be an option for Pylon Integrated Dispenser System Universal (PIDSU) or Pylon Integrated Dispenser System-3 (PIDS-3) engineering package which could be exercised at time of contract award or later. We anticipate a sole source acquisition for the USAF option in accordance with 10U.S.C.2304(c)(1). The purpose of this synopsis is not a request for a competitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the Government. In order to be considered a potential source, interested parties must submit in writing (via U.S. mail or E-mail to brian.confer@wpafp.af.mil) with the company name, point of contact, telephone number, e- mail address, company status (large or small business, or 8a), and a clear, concise and complete statement of capability. Sources responding should provide information concerning key management and program personnel including a resume of their previous experience and evidence of capability to perform successfully. The National American Industry Classification System (NAIC) for this procurement action is 336411. Please indicate number of employees in relation to the 1,000-person size standard, for determination of small business status. Failure to provide the above data with your response to this notice may disqualify your firm from further consideration. Information contained in this notice of contract action is for information purposes only. It does not constitute a request for proposal and is not construed as a commitment by the Government. All responses from responsible sources will be fully considered; however, receipt of responses will not be acknowledged. All respondents are reminded that the Government must receive all responses within 45 days of publication of this notice.
