Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is Request for Quotation #17QR4-023-01. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. Set-aside for small business -- NAICS: 441310 -- Size Standard: $5.0 million. Line Item as follows: Furnish 16 nine-foot aluminum platform bodies with headboard to the Humboldt-Toiyabe National Forest. Contractor's installation facility shall be located within 45 miles of Reno, Nevada. The estimated start date is March 1, 2001, with 21 calendar days allowed per vehicle. The contractor shall furnish and install platform bodies on Government-furnished cab and chassis truck(s). The Government shall deliver the cab and chassis truck(s) to the contractor's location. The Contractor shall be liable for all loss or damage of such Government-furnished property until completion and final acceptance of work required under this contract. Beds will be mounted on 9,900 GVWR cab and chassis, 60-inch cab to axle, 4-wheel drive with single rear wheels. TECHNICAL SPECIFICATIONS: 1) Material and Workmanship -All materials, parts and assemblies shall be new and of current manufacturing practices. 2) Manufacturer's standard heavy duty, platform body shall be furnished. 3) Bed shall be constructed from 6061 T6 aluminum. Structural connections will be made with aircraft style mechanical fastener. 4) There shall be no drilling or grinding on frame flanges ahead of the rear-most spring hanger. There shall be no welding on the frame ahead of the rear-most spring hanger. 5) Single Rear Wheels -- body width, including stake pockets, minimum 84 inches to maximum 85 inches. Stake pockets are not required. If stake pockets are included they will be inside the outer rail. The pockets will not be on the outside of the bed rail. Smoth straight channel needed to place 4" reflective tape. Contractor will provide a tapered headboard. It will be aluminum and be strong enough to support an emergency light bar that weighs approx. 50 pounds. It will be open for clear vision through the rear window. Expanded aluminum would be acceptable but is not required. A storage compartment will be included between the long sills, extending the full length of the bed. All welds shall meet American Welding Society Standards(AWS). Contractor must be familiar with the Federal Motor Vehicle Safety Standards (FMVSS). Contractor may be questioned on their knowledge and the capabilities of their shop. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial Items; 52.212-2 Evaluation -- Commercial Items (paragraph (a)- the evaluation criteria will be delivery date and price); 52.212-3, Offeror Representations and Certifications -- Commercial Items, 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. NOTE: Offerors must include a copy of the provisions at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their quote. This can be obtained at http://www.arnet.gov/far. Quote shall include a description of the product offered and the total price for the 16 aluminum platform bodies.
