- PART: U.S. GOVERNMENT PROCUREMENTS THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS- NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE OF ANY COSTS TO PROVIDE INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR FOR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. TO PROTECT THE PROCUREMENT INTEGRITY OF A FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Naval Facilities Engineering Service Center (NFESC) is seeking sources of technologies suitable for determining the parameters of "out of range" indigenous fuels of suspicious quality. NFESC is seeking sources of technologies suitable for upgrading "out of range" indigenous fuels of suspicious quality using filtration, "Smart Filter" or other methods (A "Smart Filter" is one wherein an inline "real time" fuel quality sensor controls fuel flow through the filter or otherwise alters the filter medium during fuel filtration). The fuel quality will be assessed by visual inspection and chemical analysis coupled with emerging fuel quality sensing technologies including handheld instruments and fuel quality test kits as well as smaller variants of typical fuel quality testing mobile stations. It is envisioned that several properties of diesel fuel (also kerosene's and gasoline's) which may become "out of range" to be used in Military vehicles and aircraft through storage and handling may be "cleaned" using the emerging filtration/additive technologies. These fuel properties include; Appearance, Color, Density, Distillation, Flash Point, Carbon Residue, Cloud point, Pour point, Copper Strip Corrosion, Cetane Index, Kinematic Viscosity, Water and Sediment, Particulate Matter, Accelerated Stability, and Total Sulfur. In addition to the fuel properties cited, emerging fuel contaminant issues such as "Apple Jelly" and Biological contaminants "Bugs" shall be addressed with emerging fuel filtration/additive technologies. Although technology focus is primarily for Kerosene (JetA and JetA-1), reasonable methods to improve all Kerosene, and Diesel fuel quality are of interest. Of particular interest is the ability to additize JETA-1 with the corrosion inhibitor, fuel-system icing inhibitor, and a static dissipator required by MIL-DTL-83133E for JETA-1/JP-8. All information shall be forwarded at no cost to the Government by 25 February 2001. As this is a Sources Sought announcement, no evaluation letters will be issued to the participants.
