Description
Engineering and Technical Support; The government intends to award a Cost Plus Fixed Fee Indefinite Delivery type contract for engineering and technical services. The services provided by the contractor include engineering, training, application, installation, and technical services to support corrosion engineering efforts, continuation of Engineering for Reduced Maintenance (ERM) and Capital Investment Labor Improvement program initiatives. The contract shall support efforts to provide expert engineering and technical services to correctly apply approved marine coatings and the prototype demonstration of advanced corrosion control systems, performance testing, evaluation, and documentation of "state of the art" coating and engineering techniques, third party quality assurance for preservation efforts, and advanced sanitary space corrosion control methodologies. Coating efforts will be conducted in the field, as required, on designated US Navy ships. The contract will include training of U.S. military and Civil Service personnel in state of the art corrosion control methods, maintenance techniques, application techniques and all associated equipment to significantly reduce maintenance costs. The contractor shall comply with applicable environmental regulations and permit requirements. The estimated annual level of effort is 188,000 manhours. The anticipated period of performance is a one-year base period with four (4) one-year option periods. Performance will be at contractor site and DoD ship and shore facilities worldwide. All services shall be delivered F.O.B. destination. The RFP will be available on the internet at http://www.neco.navy.mil approximately 15 March 2001. All responsible sources may submit an offer that shall be considered. See Note 26. The procurement is unrestricted.
