- THIS IS A 100% SMALL BUSINESS SET-ASIDE SOLICITATION. The NAICS code is 998999 for this acquisition with a small business size standard of $5.0 Million. THE ENTIRE SOLICITATION WILL BE RELEASED ON THE FEDERAL BUSINESS OPPORTUNITIES (FED BIZ OPS) AT: http://www.eps.gov (PAPER COPIES WILL NOT BE AVAILABLE). Solicitation package available about 13 Feb 01. All prospective offerors interested in submitting a quote for this solicitation must register by email: jonesa@rl.af.mil in order to be placed on the Offeror's List. This list will be provided to facilitate subcontracting opportunities only. Include your company name, address, telephone and FAX number, point of contact and email number. Offerors registering shall not conclude that they will receive a paper copy of the solicitation as; NO PAPER COPIES WILL BE ISSUED. All prospective offerors are responsible to visit the FEDBIZOPS frequently and obtain any amendments or other information pertaining to this solicitation. The Air Force Research Laboratory, Rome Research Site, Information Directorate has a requirement for a contractor to provide services to: Furnish all labor, materials, equipment, personnel, and supervision required to provide for the complete demolition, removal and disposal of the paving and foundations of the previously demolished Buildings 14, 116 and 117 and site grading, paving, striping, topsoil, seeding and landscaping at Rome, NY in accordance with the technical specifications and drawings. Award will be made on or about 07 Mar 01. Quotations are due at 2:30 PM on 28 Feb 2001. SUBMIT COMPLETE PACKAGE, BY MAIL TO: AFRL/IFKO Operational Contracting Office, Attn: A. Jones, F30602-01-Q0234, 26 Electronic Parkway, Rome NY 13441-4514. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. RENA, 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Reid S. Lerum, Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Funds are not currently available for this solicitation and no award will be made until such funds are available. However, should funding become available, this procurement will be awarded under Acquisition of Commercial Items Procedures through use of a written request for quotation. See numbered Note 1.
