Description
The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $200,000 and $350,000. The small business size standard is less than 1,000 employees and the SIC is 3731. The acquisition is for DRYDOCK repairs to the USCGC GREENBRIER (WLR-75501), a 75 foot tender and barge. The home pier of the vessel is Natchez, MS. All work will be performed at the contractor_s facility. The performance period will be be 49 days with a start date of 10 Sep. 2001. The scope of the acquisition is for the dry docking, overhauling, cleaning and repairing of various items aboard the USCGC GREENBRIER (WLR-75501). This work will include, but is not limited to: welding repairs; remove, inspect, and reinstall propeller and intermediate shafts; fabricate shafts; renew water-lubricated shaft bearings; renew shaft strut barrel; remove and reinstall propellers; minor repairs and reconditioning of propeller; clean and test grid coolers; inspect and test air receivers and relief valves; remove, inspect, and reinstall rudder assemblies for steering and flanking systems; rebuild rudder stock; renew rudder lower bearing trunk; renew upper bearing housing and upper bearing housing support; renew tender towing knees; preserve spud and spud well on tender and barge; renew liners in tender and barge spud wells; inspect deck fittings; preserve barge buoy deck; preserve underwater body; preserve freeboard; ultrasonic testing; overhaul interface bear loc system; overhaul, renew and test valves; perform barge side shell plating modification. Provide logistics to tender and barge for systems that are affected during overhauls such as protective deck covering material, storage, lights, power, telephones, toilets and showers. Trained welders who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. At the present time, this acquisition will be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to awoodley@mlca.uscg.mil or by fax (757) 628-4676/75. The following Geographic Restrictions applies to tender and barge: Restricted to the Western Rivers of the United States. The _Western Rivers_ means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the _Western Rivers,_ but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and (c) past performance references with points of contact and phone numbers. At least two references are requested but more are desirable. Your response is required by February 5, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
