- NOTICE OF INTENT TO SOLE SOURCE The National Institute for Occupational Safety and Health (NIOSH) laboratory facility in Morgantown, WV currently owns a Perkin-Elmer Auto System Gas Chromatograph which was purchased from a mandatory GSA contract and has been used on several projects. We now require an automated thermal desorption system as an add-on unit to evaluate protective clothing colorimetric indicators for chemical resistance properties. The gas chromatograph is the prime analytical instrument used for these studies. We specifically intend to purchase one each of a Perkin Elmer (PE) Turbomatrix Thermal Desorber (M0413324 base unit, M0413336 automated thermal desorber, M0413360 manual pneumatics control, M0413332 heated transfer line, and power cord); M0413541 thermal desorber starter kit; L4070023 gauze loading kit; N0207903 installation; and a minimum 12-month warranty (parts , labor & travel). The Government intends to negotiate on a sole-source basis with Perkin Elmer, Norwalk, CT, the original equipment manufacturer, to ensure that the add-on unit will interface properly with the proprietary operating system hardware and software used for data analysis. We prefer that the unit be configured to physically connect to our current gas chromatograph without special installation requirements such as drilling. If there are interested parties who believe they can provide a thermal desorption unit that meets the above concerns, they may fully explain their capabilities and qualifications in writing within 7 days from the date of this announcement. The intent of this synopsis is to determine if any sources exist, therefore, no RFP is available. Any response(s) failing to provide the aforementioned stated data, but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored.
