- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 9TER-01-FDH-0020 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)97-19. Supplements can be accessed at www.eps.gov. Look under the Oakland Office (9TE) listing of the Federal Technology Service of the General Services Administration. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is to provide the Bureau of Reclamation (BOR), Hoover Dam and Energy with design, development, testing and installation of an I/O driver that will allow bi-directional communication between the ACCUSONIC model 7510 Flow Meter and the Intellution FIX 32,v 6.15/7.0 for Windows NT SCADA software. The driver will have the look and feel of a standard FIX 32 driver. The requirement comprises the following contract steps: 1) Provide an analysis of a choice between using the OPC Advance I/O toolkit or the FIX32 7.0 I/O Driver toolkit per the criteria in the SOW, 2) After BOR_s choice, the successful bidder will submit a design document detailing the user interface and functionality of the to-be-developed driver, 3) Once the design document is signed off, the successful bidder will start the implementation process. The implementation process will include software design, code review, test plan and 4) After the driver has been developed and tested, install the I/O driver on a FIX32 SCADA node at BOR facility. 5) Final acceptance testing. The government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government price and other factors considered. Type of contract: A firm fixed price definite quantity, definite delivery contract shall be awarded. All prices are to be quoted _FOB Destination._ The following _Best Value_ factors shall be used in descending order of importance for evaluating the offers: (1) Technical Proposal, (2) Past Performance on similar projects, (3) Post Delivery Product Support and Warranty Provisions and (4) Total Price. Delivery of these items is due 140 calendar days after award. Please acknowledge all requirements. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The potential awardee is required to register in IT Solutions Shop at it-solutions.gsa.gov for post-award processing.
