- THIS IS A REQUEST FOR INFORMATION(RFI)ONLY. This is not a Request for Proposals or an indication that the Defense Supply Center Columbus (DSCC), Ohio intends to contract for these services at this time. This request is for planning purposes only. DSCC will not pay for information received in response to this RFI. All information received will be for official Government use only and will not be returned to the provider. Nothing said or implied during this RFI process shall be construed to commit the Government to any further action. Furthermore, nothing said or implied during this RFI process shall in any way obligate the Government to contract with or otherwise enter into any agreement with any particular participant. Any actions taken by a participant, or any resources expended by a participant during the RFI process are solely at the risk and expense of the participant. Request for Information Description -- The Defense Logistics Agency Training Center (DTC) in Columbus, Ohio, has developed a number of courses to teach DLA personnel who use the Base Operations Support System (BOSS) in performing their jobs. Currently DTC is conducting a market study to determine what resources are available both within the Government and outside to deliver the courses during FY 2001. As a part of that study, DTC is requesting information from a number of sources for the purpose of information only. The following data are provided so that parties providing information will have a clear picture of the assistance required. BOSS is a computer system that is used in the various functions of acquiring supplies and services for use within DLA. The system was recently rehosted using Oracle software, and is maintained by the Defense Systems Integration Office, an entity of DLA located at Hill Air Force Base, Utah. All workshops will be delivered via traditional classroom, instructor-led mode. The instruction is heavily performance-based, with participants directly applying BOSS procedures through hands-on exercises using the system. The instructional methods used in the workshops include the following: short lecture, demonstration, guided discussion, instructor observation, practical exercise, critique of exercises and activities, performance assessment activities, self-assessment activities, and question and answer sessions. Target audiences -- There are several distinct BOSS user groups within the Agency. The four BOSS training courses are targeted at the following BOSS user groups: Supply Functions A four-day course targeted for personnel who use BOSS to perform assigned job tasks in the following positions and functions: Item Manager, Supply Clerk, Warehouseman, and Supply Technician. BOSS Supply users are assigned to a central supply organization with some off-site depot locations for which they are responsible. Contracting Functions A three-day course targeted for personnel who use BOSS to perform assigned job tasks in the following positions and functions: Contract Specialist. BOSS Contracting users are typically assigned to the same organization as the Base Supply. DLA Finance Personnel A two-day course targeted for Accounting Technicians and Accounting Clerks assigned to Liaison Offices who use BOSS to perform assigned job tasks. Environmental Technicians A two-day course targeted for Environmental Technicians assigned to one of the Defense Reutilization and Marketing Offices (DRMOs) located throughout CONUS and overseas. These personnel use BOSS to process delivery orders for disposal of hazardous materials. Spin-off classes In addition to the above BOSS user groups, there are a couple of audiences who need specific, but limited, information on BOSS topics. The materials for these classes will be drawn from existing modules in the BOSS Supply and Contracting courses. When a training need is identified in these topics, it may be possible to schedule the class in conjunction with one of the regular BOSS courses. The topics for these spin-off classes are: Credit Card Purchasing A one- or two-day class for personnel who prepare, approve, and review purchases using the Government credit card. Station Property Records A one-day class for personnel who establish and maintain property records for their organization. Contractor responsibilities The contractor would be responsible for performing the following: learn the BOSS system, prepare to teach the BOSS courses, deliver the training at a number of sites both within the continental United States and overseas, according to an established training schedule, provide DTC with requirements for shipment of materials to the training sites , provide DTC with records of course completions and student evaluations, keep current on changes to the system, incorporate the changes into the training, and provide DTC with the changes for revision of the training materials. What will be furnished by the Government -- The DTC will provide the following to the contractor: provide training for the instructor to learn BOSS and teach the courses, produce the course materials for the contractor to use in teaching the courses, provide classrooms and all equipment required for conducting the courses, develop and maintain a training schedule based on projected training needs of the various DLA organizations, keep the materials updated based on input of the instructor, print and ship the materials to the training sites, maintain records of course completion and student evaluations submitted by the instructor. The requested information -- Information Requested -- DTC is asking a number of Government and non-Government sources to respond to the following questions: Does your company/agency do the kind of work described here (deliver prepared courses in unique systems)? What would the cost be to deliver a 2-day, a 3-day, and a 4-day course? How long would it take to get up to speed on the system/courses and begin to deliver the courses?
