Description
The Defense Commissary Agency intends to extend the existing contract, DECA02-96-D-0006 with California Pacific Associates, on a sole source basis under the authority of FAR 6.302-1, from April 1, 2001 through September 30, 2001. The contract is for the management and operation of deli/bakeries in overseas commissaries on military installations. This operation includes three types of deli/bakery operations. 1. The first type is a full scale deli/bakery operation which is in place at the following stores: Anderson AFB & Orote, Guam; Osan and Yongsan, Korea; and Camp Courtney, Camp Foster, Camp Kinser, Kadena, Misawa, Yokosuka, and Yokota Japan. 2. The second type has a deli with only a mini bake shop. These stores include: Hario & Iwakuni Japan; and Taegu Korea and 3. The third type has a mini deli and thaw/serve bakery products. Stores include: Atsugi, Sagami & Sasebo, Japan. Deli and bakery products to support these operations are supplied by the contractor and transported to the point of embarkation, California by the contractor. The products are shipped to Far East stores via government transportation. The contractor is then responsible to provide labor and management in country, to operate a deli/bakery similar to that found in commercial Continental United States supermarkets. The Government furnishes facilities, utilities, operating supplies, and equipment. The government requires continuation of these operations while soliciting a competitive follow-on contract. Use of another contractor during this period would necessitate costly start-up and transition costs, to be repeated on award of follow-on contract. This is not a formal solicitation. This synopsis is not considered a Request for Proposal. Any response to this notice must show clear and convincing evidence that competition of this extension period would be advantageous to the Government. If no affirmative written response is received, the contract will be extended without further notice. A determination by the Government not to compete this contract extension period based on this notice is solely within the discretion of the government.
