Description
The United States Army Corps of Engineers intends to award a firm-fixed price contract for construction services to Modernize the Water Treatment Plant at Fort Leavenworth, Kansas. The work will include the following: Flood proof existing well and associated generator. Modify existing well pumps to accommodate new aerator. Replace miscellaneous meters. Install a new induced draft aerator. Miscellaneous changes to the rapid mix tanks and flocculation basins. Modify sedimentation basins to replace existing weirs with adjustable weirs and add residuals viewing pit. Install new recarbonation basin. Add chemical diffusers to mixing chamber. The existing filters will be partially renovated. New instrumentation and controls and air scour system will also be installed. The existing historic marble topped filter control consoles will be renovated to accommodate the new filter controls. Filter valves will be replaced. Replace pipe supports for 30" filter piping. Replace lime slakers and feeders. Replace existing carbon dioxide storage and feed system. Add a new ferric sulfate feed system. Add a new potassium permanganate feed system. Replace chlorine feed system with a sodium hypochlorite storage and feed system. Modify existing fluoride feed system. Miscellaneous safety upgrades to the chemical feed systems, such as increased ventilation, sprinklers, emergency shower/eyewash, etc., are included. The high service pumps will be replaced. Add a new filler line for the wash water supply tank. Construct a new residuals building with plate and frame presses. A gravity thickener will be included. Upgrade instrumentation and controls throughout the facility. Miscellaneous site work and architectural repairs are included. Clearwell repairs will be an option. Replace the building heating system with a new hot water boiler, unit heaters, etc. Air conditioning will be added to the office space. A dehumidifier will be added in the filter pipe gallery. Exhaust fans will be added. Miscellaneous plumbing is included. The plant must maintain operations during construction. The following factors, with the exception of price, shall be used to evaluate offers (listed in descending order of importance): Past Performance, Corporate Experience, Management Plan and Subcontracting Plan, and Price. Evaluation factors are more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. This agency will consider all proposals submitted by responsible sources. Estimated cost of proposed procurement: Between $5,000,000 and $10,000,000. Estimated time of completion: 18 months. Solicitation will be available on or about 20 February 2001. Proposals will be due on or about 22 March 2001. The solicitation will be issued on CD-ROM only. Hard copies will not be available.
