Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number DTCG38-01-Q-200018 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. The applicable North American Industry Classification System Code is 336413. The small business size standard is 1,000 employees. This is an unrestricted solicitation. The intended source is American Eurocopter Corporation (AEC), Grand Prairie, TX. They are the only known source. Award will be made to the offeror proposing the best value to the Government considering technical acceptability, price, delivery, and past performance. The Government's requirements include the following: Item (1) "Green" airframe defined as P/N 366A21-0000, modified for compatibility with the HH-65 AS366G1 aircraft to include the following: a. The bottom structure assembly, P/N 366A21-1010. The nose landing gear compartment floor (P/N 366A21-1139) and X600-X885 floor (P/N 366A21-1135) shall be included. Removable floorboards are not required; b. The belly panel (P/N 366A21-1126). NOTE: The bottom access panels (P/Ns 366A21-0073-07/-08 and 366A21-0075-01) are not required; c. The aft structure assembly, P/N 366A21-1020; d. Fixed floorboards (P/Ns 366A21-1133-00 and -01). Removable floorboards are not required; e. Belly panels (P/Ns 366A21-1110, -3178, -3141 and -1131); f. The 9 degrees frame, P/N 366A21-1108; g. The main gearbox (MGB) deck, P/N 365A21-3365; h. The radio compartment (X600 to X900), P/N 366A21-1034; i. Fuel tank compartment covering (P/N 366A21-1031, -1032 and -1033). The contractor shall modify the airframe as follows: Install Canopy, P/N 366A25-0000-0451; Install Ceiling Panel, P/N 366A25-011-0506; Install Rescue Hatch, P/N 366A25-0016-0601; Install Upper and Lower Sliding Door Rails and Sliding Door, P/N 366A25-0033-0010; Install Engine Under-Deck Supports, P/N 366A09-4003-00. These will be provided as Government furnished property no later than 30 calendar days after date of order. NOTE: The upper support will not be installed or provided; Apply SB 53-01 and AMS 366-07-4759 (Freon A/C); Apply AMS 07-53B80 (reinforced MGB deck beams); and Install airframe alignment marking. Item (2) option to procure one additional airframe as described in Item (1). Drawings and specifications are not available and cannot be furnished by the Government. Required delivery is 365 days after receipt of order. Deliver to USCG Aircraft Repair and Supply Center, Receiving Section, Bldg. 63, Elizabeth City, NC 27909-5001. Packaging, packing and marking shall be in accordance with best commercial practices to enable shipment to destination. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000) with the following included by Addendum: 52.211-14, Notice of Priority Rating for National Defense Use (Sep 1990) DO rated; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Jan 2001)-Offeror shall include a completed copy of this provision with their offer.
