- Description
- The Defense Supply Service-Washington intends to issue a Request for Proposal (RFP) on behalf of the U.S. Army Research Institute (ARI) for the Army Personnel Survey Office (APSO). This acquisition is 100% Set-Aside for Women Owned Small Business. The applicable North American Industry Classification System (NAICS) is 541720 ($5 Million) The performance period will be for a one-year basic period with four one-year option periods. This procurement will result in the award of one Indefinite Quantity contract from which Delivery Orders (DOs) may be issued. A minimum of one DO will be funded annually, with an estimated annual maximum of 5 orders, ranging in size from $7,500 to $90,000 per DO. The estimates may change with the issuance of the solicitation. All prospective offerors interested in submitting proposals must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr2000.com or via phone at CCR (888) 352-9333. The requirement is for the contractual services for the following: analysis of survey data, analysis of written comments by respondents, production of frequencies, crosstabs and codebooks summarizing survey data, writing summary reports, preparing slides/charts summarizing survey data and findings, presentation of the findings briefing, and preparation of summary reports. The key surveys for which the work will be done are the Sample Survey of Military Personnel, Survey on Officer Careers, and the Survey of Army Families IV. Work also may be required for other, special one-time surveys conducted by ARI and analyses using data bases from other sources, such as the Defense Manpower Data Center. Software Tools: The contractor shall use a current Statistical Package for the Social Sciences (SPSS) for Windows for data processing and Microsoft Word, PowerPoint, Excel and Access for other required functions. High quality, quick turnaround services are essential because the surveys must provide information to top Army leaders within short time frames. ARI conducts surveys of soldiers and their family members, and is responsible for providing the results to Army leaders and Army activity proponents/sponsors in a timely manner. The contractor must possess the "capability" to conduct requested support services by using its own facilities and staff. The Government will provide the following: Edited, SPSS data file, and SPSS syntax/systems file for the surveys to be analyzed. Frequency printouts for the surveys to be analyzed. If available, files and documents on floppy or ZIP disks of materials produced for similar requirements. Requests for a copy of the solicitation may be e-mailed, or faxed (703-695-9747) to Carolyn E.
