- Description
- The Defense Supply Service-Washington intends to issue a Request for Proposal (RFP) on behalf of the U.S. Army Research Institute (ARI) for the Army Personnel Survey Office (APSO). This acquisition is 100% Set-Aside for Women Owned Small Business. The applicable North American Industry Classification System (NAICS) is 541720 ($5 Million) The performance period will be for a one-year basic period with four one-year option periods. This procurement will result in the award of one Indefinite Quantity contract from which Delivery Orders (DOs) may be issued. A minimum of one DO will be funded annually, with an estimated annual maximum of 5 orders, ranging in size from $3,500 to $50,000 per DO. The estimates may change with the issuance of the solicitation. All prospective offerors interested in submitting proposals must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr2000.com or via phone at CCR (888) 352-9333. The requirement is for the contractual services for preparing software programs for scanning/editing/processing raw data for the surveys; preparing data bases for analysis; producing frequencies, crosstabs and codebooks; drawing samples from the Total Officer Personnel Management Information System (TOPMIS), Enlisted Distribution and Assignment System (EDAS), Total Army Personnel Data Base (TAPDB), and Defense Enrollment Eligibility Reporting System (DEERS); developing and maintaining address files; producing mailing labels; and writing brief reports on topics such as mail delivery rates, responses rates, and findings of surveys. High quality, quick turnaround services are essential because the surveys must provide information to top Army leaders within short time frames. ARI conducts surveys of soldiers and their family members, and is responsible for providing the results to Army leaders and Army activity proponents/sponsors in a timely manner. Sometimes, ARI receives survey databases including respondents from Army soldiers and family members, and is requested to conduct special analysis, using these databases. The contractor must possess the "capability" to conduct at least 50% of such requested support services by using its own facilities and staff. Access to ARI at the Army Material Command (AMC) Building and the U.S. Army computer system maintained by PERSCOM/PERSINSD at the Hoffman II Building is obtained by modem. Use of the mainframe at the Hoffman II Building will be in accordance with PERSIND requirements and procedures specified by the APSO.
