Description
This is a Sources Sought Synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. There is no solicitation available at this time. The Nashville District of the US Army Corps of Engineers has a need for a contractor to do a study of boater recreation at Dale Hollow Lake and up to two other lakes within the Nashville District. The study is a result of the need to determine a recreational carrying capacity to gather baseline information on number of boaters and their perceptions of conditions at various times and places on Dale Hollow Lake. The study shall obtain counts of the various types of boats on the Dale Hollow Lake on randomly selected weekdays and weekend days during summer of 2001. The study will provide for interviews of randomly selected boaters during the summer of 2001, to learn their perceptions of conditions on the lake and how those perceptions affect their recreational experiences. In addition, the contractor doing the study will work with management personnel of Dale Hollow Lake and Nashville District to help them better understand the capacity study process and baseline data for answering questions and making management decisions. The approach to be used is titled Quality Upgrading and Learning (QUAL), which has five steps: 1) defining the quality goal, 2)inventory, 3) analysis of alternative, 4) setting management objectives and implementing them and 5) monitoring the results. This is the preferred method and approach. The study is expected to be conducted the summer of 2001. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. A detailed demonstration of the technical ability of the company and personnel to satisfy the requirements should be provided. The applicable NAICS code is 54191 with a size standard of $5 million. Any capable Small Business firms should submit a capability statement which demonstrates the ability to provide the requirements discussed above.
