- Description
- The Marine Corps Systems Command has a Mission Need Statement for an Improved Position and Azimuth Determining System (IPADS). Operating Forces require automated, mobile, accurate, responsive, and reliable survey control for the delivery of timely and effective fires in support of Marine Ground Task Force Operations. Although the field artillery is leveraging Global Positioning System (GPS) technology to enhance the accuracy and responsiveness of target acquisition and self-location, GPS vulnerabilities and limitations in determining accurate direction require a robust inertial capability. The reliability of the current Position and Azimuth Determining System (PADS) is diminishing, repairs are less cost effective, and it is becoming unsustainable. Additionally the PADS has no means of digital transmission of data, which is a desirable element on the present and future digital battlefield. Responses to this request for information for a Commercial Off the Shelf (COTS) solution should have a system that will provide:(a) Specifications such as accuracy, time between updates/reduced drift, and speed of operation must be equal to or greater than the current PADS. (Current PADS accuracy specifications are: horizontal position location to an accuracy of 7 meters Circular Error Probable, vertical position to an accuracy of 3 meters Probable Error; and azimuth to an accuracy of 0.4 mils Probable Error); (b) The capability to transmit survey data digitally to the Advanced Field Artillery Tactical Data System (AFATDS); (c) The capability to be inserted into the current M1097 HMMWV associated with the PADS system as a replacement for the PADS; (d) A lightweight, simplified cabling assembly to interface the system battery box with current and future USMC vehicle power systems; (e) A control and display unit that displays the easting, northing, height, azimuth, grid zone, and distance on one screen without having to scroll through additional screens; (f) A maintenance support package; (g) A mean-time-between-failure (MTBF) of 2000 hours; and (h) The system must be functional in a Nuclear Biological Chemical (NBC) environment. (NBC contamination survivability is required. The system must be able to withstand the effect of NBC contaminants and decontaminants. Personnel shall be capable of operating the Inertial Navigation System (INS) while wearing NBC protective clothing Mission Oriented Protective Posture (MOPP) IV gear.) Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. Interested firms will have the opportunity to present a Microsoft "PowerPoint" oral presentation to the Program Manager, Fire Support. These presentations will be scheduled beginning late March 2001. The presentation should include a COTS solution and demonstration. The presentation/demonstration should not exceed two hours.
