- Description
- The U.S. Department of Energy's National Energy Technology Laboratory has a requirement for one mass spectrometer that will employ magnetic sector scanning technology for maximum stability and calibration intervals, can automatically select from among at least 32 different inlet streams under software control, suitable for fermentation applications, designed and built to ISO 9001 standards, allows an arbitrarily large number of derived values calculated from raw data, has a general purpose 4-way calibration panel, will provide better than 1% absolute accuracy for and has a better than 1% stability for more than 24 hours for all peaks for normalized concentrations greater than 1% volume concentration in the absence of interfering peaks, is capable of unattended standalone operation in rigorous industrial environments and must maintain 1% accuracy and stability during temperature variation of 20 degrees F more than 12 hours, detect gases from 100% to better than 20 ppm using a Faraday detector, is capable of being subsequently upgraded for dual detector (Faraday/electron multiplier) operation. Quotations must include specification/design data and installation requirements. The vendor will provide instructions on the use of the equipment. This equipment must include a standard warranty on parts and labor. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal/bids are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ S0100187). The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-4. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business-Small Purchase Set-Aside. The Standard Industrial Classification Code is 3826. This will be a Firm-Fixed price contract. All responsible sources who can provide and meet the above requirements may submit written quotations clearly marked with RFQ # S0100187 by mail or fax (304-285-4683) to Peter Schuster, P.O. Box 880, MS 107, Morgantown, WV 26507-0880. Evaluation/award will be based on the technically acceptable quotation that offers the best value to the government. All offerers are hereby notified that if your proposal is not received by the date/time and at the location specified in this announcement it will be considered late/nonresponsive. Note 1 applies.
