- PROJECT TITLE: ON-SITE CHEMICAL ANALYTICAL SERVICES AT MONTEREY PENINSULA AIRPORT, MONTEREY, COUNTY, CALIFORNIA. JOB DESCRIPTION: Sources Sought/Notice of Intent to Negotiate with One Source. The proposed contract action is for services which the Government intends to solicit and negotiate with: Field-Portable Analytical, Inc. The Government requires that the contractor awarded this contract must have in-depth knowledge of this type of work requirement, knowledge of recent project history at the Monterey Peninsula Airport, knowledge of the concerns and positions of all major stakeholders, and knowledge and specialized expertise in the technical environmental and ecological issues at the project site. The Contractor shall perform all tasks required for, and related to, the preparation, coordination, and completion of the work as follows: Conduct on-site mass spectral chemical analysis, using equilibrium headspace at the Monterey Peninsula Airport (MPA) for the TCE Remedial Groundwater Investigation. The Data from this investigation will be used for remedial design planning and risk assessment. The field laboratory quality is required to meet the standard US EPA definition of legally defensible definitive data. The sample concentrations will be reported as estimated (J flagged) below the practical quantitation limit (PQL), but above the method detection limit (PQL). The required PQL's for field portable analysis are 2.0 mg/kg (ppm) for soil and 1.0 ug/L (ppb) for groundwater. The required turnaround time for the chemical analysis will be 30 minutes or less per sample. The contractor must be able to provide an on-site analytical laboratory that can perform mass spectral chemical analysis using equilibrium headspace and meet the required 30 minutes or less turnaround time frame for the completion of individual sample analysis. The data will be collected using the Site Characterization and Analysis Penetrometer System (SCAPS). The objective of the fieldwork is to fully characterize the groundwater contamination for the purposes described above. The use of the SCAPS unit in conjunction with the FPA would achieve that goal. The 30-minute turnaround time will utilize the maximum efficiency of the SCAPS unit. The MPA Project is being scrutinized by many different interest groups, which include, but is not limited to: Congressman Sam Farr (Monterey); Army Secretariat Level; USACE Headquarters; California Regional Quality Control Board, Central Coast Region; City and County of Monterey; MPA District Board; and local citizens. The MPA is a high visibility site and consequently there can be no interruption in the schedule for the field investigation of the TCE Remedial Groundwater Investigation. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
