Description

This is a synposis/solication (RFQ-01-003) for a service agreement prepared in accordance with the format in Simplified Acquisition Procedures of FAR 12, subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. This is a sole source requirement in accordance with FAR 13. 106-1(b). EPA intends to issue a Firm Fixed Price Purchase Order (PO) for a service agreement on a mass spectrometer in Lakewood, Colorado. The following clauses and provisions apply; FAR 52.212-1, 52.212-3; shall be included with any offer, 52.212-4 and 52.212-5. EPA intends to award to ThermoQuest, 355 River Oaks Parkway, San Jose, Califoria. The closing date for RFQ-01-003 is February 26, 2001. The anticipated award date is February 27, 2001. Proposals for RFQ 01-003 are due by 10 A.M. MST on February 26, 2001. No telephonic requests accepted, only written or faxed requests for information received directly from the requestor will be accepted. All responsible sources solicited may submit a bid, proposal or quotation which shall be considered. Authority FAR 13.106-1(b). Justification: Services are available from only one source and no other type of service will meet the agency requirement.
