Description

This is a notice to award a Sole Source purchase order to Boston University, Biology Department, Woods Hole, MA. Boston University is unique in their ability to respond to peer review commments, develop a co-authored journal article and a poster presentation because of their prior experience serving as the principal investigator and lead author of the latest draft of the EPA report. Furthermore, they developed the nitrogen loading and estuarine effects model that serve as the basis for the analysis. This provides them with a much better understanding of this task than other contractors. To use any source other than Boston University would involve providing them with extensive back- ground information and data and the costly time to acquire and understand the data and historical events, objectives and findings of this risk assessment. Other contractors would also have to request access to the data and model from Boston University. Thus there is an overall savings to the government (i.e., learning curve, time and extensive background information) which makes this Sole-Source award to Boston University in the best interest of the government. This is a simplified acquisition with an estimated value of less than $100,000. The contractor will supplement, improve, and help complete for publication the Waquoit Bay watershed ecological risk assessment which will be published as a peer review Category II level EPA report. Under the simplified acquisition procedures for other than full and open competition authorized by FAR part 6.302-2. is neither a request for proposal nor a solicitation for offers.
