Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Background: NASA Glenn Research Center (GRC), Office of Equal Opportunity Programs (OEOP), has requested a vendor to design, develop, and conduct a training course for the Center's Equal Opportunity (EO) Advisory Group members. The Center's EO Advisory Groups are: African Heritage Advisory Council Asian Advisory Council Black Women's Advisory Group Disability Awareness Advisory Group Hispanic Advisory Council Native American Advisory Council Women's Advisory Group OEOP mission is to assist the center in becoming a model workplace by: 7Serving as advisors to management to ensure equity throughout GRC. 7Serving as mediators for GRC in addressing issues and concerns. 7Providing assistance to employees to enable them to attain personal and organizational goals. OEOP responsibilities include: 7 The Discriminations Complaints Program 7 Special Emphasis Programs 7 Management Support 7 Monitoring and Evaluation 7 Contract Compliance 7 Community Outreach 7 Federal Equal Opportunity Recruitment Program Advisory Group members are assigned to OEOP on a collateral duty. Advisory Groups Goals are to: 7Advise and assist special emphasis programs into achieving the goals and objectives of the Equal Opportunity (EO) program at GRC. 7Provide a representative forum to discuss concerns, problems, issues, and devise appropriate recommendations. 7Identify barriers and develop strategies to eradicate those barriers, as well as present issues and concerns to management. Advisory Groups Activities include: 7 Strategic Planning 7 Annual presentations to Senior Management 7 Conduct career workshops for their constituency in partnership with Office Of Human Resources 7 Observance Events 7 Community Outreach 7 Mentor girl scouts 7 Plan activities with local schools and nonprofit organizations Additional activities available upon request Special Emphasis Programs are: 7Designed to improve working conditions for women, minorities, individuals with disabilities and disabled veterans in the federal government. 7Vehicles to work with management to carry out the joint responsibility of identifying barriers to the recruitment and advancement of special emphasis groups, devise solutions and draft implementation plans. 7Overseers of EO advisory groups, which play a critical role in developing diversity awareness and increasing knowledge among Glenn employees through their sponsorship of activities such as heritage month observances, career workshops and forums. Tasks: 1.The vendor shall design, develop, and conduct an EO ADVISORY TRAINING COURSE for approximately 75 Advisory Group Members. 2.The vendor shall design and develop the GLENN MODEL CHARTER BYLAWS and present to Advisory Group participants. This model is to be used when developing or revising Charter Bylaws. The model shall include recommended language, (and shall not be restricted), as long as it does not conflict with the mission of the Office of Equal Opportunity Programs. The vendor shall design and develop an ADVISORY GROUP OPERATIONAL PLAN and present to Advisory Group participants. The vendor shall design and develop, the training course content and activities, Charter Bylaws, and Advisory Group Operational Plan, and coordinate with OEOP Staff to ensure key components are relevant to Glenn EO Advisory Groups. Course Objectives: 1)To demonstrate an understanding of Basic EO Programs and the Discrimination Complaints Process; Glenn's Affirmative Employment Program and Special Emphasis Programs 2)To demonstrate an understanding of Charter Bylaws Model, and apply it to their own EO Advisory Group. 3)To develop a single Charter Bylaws document for GRC for use at GRC. 4)To demonstrate an understanding of a model EO Advisory Group Operational Plan, specific to GRC Advisory Groups. Milestones and Deliverables: The vendor shall: 1)Provide a proposal for designing, developing, and conducting a training course for NASA Glenn Research Center (GRC), Equal Opportunity Staff and approximately 75 members in different Advisory Groups. 2)Upon Award of the Contract, the vendor shall meet with the Office Of Equal Opportunity Programs Staff, at GRC to coordinate the plan for training members of GRC Advisory Groups within 30 days of the contract award. 3)Develop a plan for training Glenn Research Center Advisory Groups. The plan shall include: the training course content & activities; draft Charter Bylaws, and a draft Advisory Groups Operational Plan. 4)Submit 20 hard copies of the draft plan for training Glenn Research Center Advisory Groups within 60 days of initial meeting. Submit the 20 hard copies of the draft plan to the following: Office of Equal Opportunity Programs 21000 Brookpark Road MS 500-311 Cleveland, Oh 44135 Attn: Robert Romero Robert.Romero@grc.nasa.gov 7Task Deliverables: 20 hard copies of the draft training plan The Plan shall include: X Company Name X Company Address X Company Phone Number X Company E-Mail Address X Presenters 7 Equipment 7 Room Set Up 7 Cancellation Policy 7 Course Objectives 7 Course Description 7 Methodology 7 Materials 7 Unique Features 7 An Outline 7 An Agenda 7 Draft Charter Bylaws Model 7 Draft Operational Plan 5)Meet with OEOP Staff and Advisory Group Chairs at GRC to review and edit, if necessary the draft plan within 30 days after submitting 20 hard copies of the draft plan for training members of Glenn Research Center Advisory Groups. 7Task Deliverables: Present your training plan 6)If requested by the government, incorporate and submit to OEOP Staff and members of GRC Advisory Group Chairs changes and revisions in the draft plan for training members of GRC Advisory Groups, 30 days after meeting with OEOP Staff and Advisory Group Chairs to present your training plan. 7Task Deliverables: 20 hard copies of the edited draft training plan 7)If requested by the government, meet with OEOP Staff and Advisory Group Chairs at GRC to review the edited plan for training Advisory Groups members within 30 days of submitting the edited training plan. 7Task Deliverables: Present the edited draft training plan 8)If requested by the government, edit if necessary and submit the final training plan for training members of Advisory Groups training to OEOP Staff within 30 days. 7Task Deliverables: 20 hard copies of the final training plan 9)Conduct a two-day training session within 30 days of submitting the approved plan for training Advisory Groups. 7The vendor shall provide necessary materials, instructors, facilitators, and support personnel to conduct the training. Evaluation Criteria: 1) Knowledge of and experience with Federal EEO Programs 2) Experience in developing Charter Bylaws 3) Experience in developing Operating Plans 4) Credentials of key personnel 5) Quality of references 6) Cost Attachments: A.
