Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for the lease of a combination one-story office and high bay structure in support of NASA's Small Aircraft Transportation Systems (SATS) Program. The required lease space is approximately 19,500 gross square feet and is located at 3130 North Armistead Avenue, Hampton, Virginia. (approximately 1/2 block outside the main gate). The lease will be for a one year period with options for four additional one year periods. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) under FAR 13.5 (Test Program for Certain Commerical Items). NASA/LaRC intends to lease the building from Philips Brown Partnership, who is the only responsible source and no other supplies or services will satisfy Agency requirements. The facility has sufficient office space to support the SATS personnel and sufficient usable space to house the SATS avionics testing equipment, simulation laboratory, and technology demonstration areas. The facility's high bay is also physically capable of storing the SATS aircraft and its associated support equipment. The facility has direct access to Langley Air Force Base runways and to the Building 1244 hanger on NASA property allowing the aircraft to have direct access to taxi ramps, runways, and Building 1244 at NASA. No other facility has the ability to access these taxi ramps, runways and Building 1244 without requiring the aircraft to utilize public roads, causing singificant delay and risk to the aircraft and public safety. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 14, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
